This Discussion Paper reviews some of the obstacles that impede rural communities in Yavapai County from adequately addressing management of their water resources. Many of these obstacles are the existing limitations in the state’s management of Arizona’s water resources. Communities elsewhere throughout rural Arizona face many of the same obstacles and similar challenges.
A recent study identified a significant shortfall in available water to meet increasing demand and identified selected alternatives for meeting all or part of this demand. Merely identifying future water needs and alternative sources of supply is not enough; it is only the first step.
